Hello Oregon ITE members! My name is Cadell Chand, and I’m excited to run for Oregon ITE Secretary-Treasurer.
My service to ITE started at Oregon State University, where I served as Student Chapter President while pursuing my M.S. in Transportation. During that time, our chapter was recognized as the Western District Student Chapter of the Year – a reflection of the dedication and talent of our student members. I’ve been hooked on ITE ever since and find real joy in contributing to the ITE community. I have stayed actively involved in Oregon ITE as a Winter Workshop Co-Chair, an Oregon ITE representative on the Oregon Traffic Control Devices Committee (OTCDC), and most recently as the Awards Chair. I also contribute to the Western District Student Funding and Initiatives Committee, where I help with fundraising and manage the student section of Western ITE’s website. Professionally, I’ve spent the past four years at Washington County, following two years at Fehr & Peers and six years as a member of the Oregon Bicycle and Pedestrian Advisory Committee (OBPAC). My work centers on transportation safety – an area I’m deeply passionate about. In my free time, I enjoy backpacking and cycling with my wife, brewing odd-flavors of beer, and constructing cardboard contraptions for our three cats. I’m excited about the opportunity to serve Oregon ITE more directly and to help continue the great events, connections, and technical resources that make our section so important to our local transportation community. I’d be honored to earn your vote to continue serving our wonderful section. |

Andy Sullivan

Hello! My name is Andy Sullivan, and I am running to be the next Oregon ITE Secretary/Treasurer. I am a 2010 graduate of the Civil Engineering program at Oregon State University, and I began my career the same year at the City of Portland Bureau of Transportation (PBOT) in Traffic Operations where I primarily evaluated and responded to Traffic Investigation requests that came in through PBOT’s 823-SAFE hotline. Though I enjoyed Traffic Investigations, the impact I could have on the city’s transportation system was limited to small-scale signing and striping changes, so I aspired to join the team working with the larger budgets of capital improvement projects. In 2013, I realized this dream by joining PBOT’s Traffic Design Section and I remain with this group today. While working in Traffic Design, I have helped deliver projects large and small that have advanced Portland towards its goals of providing a safe and equitable transportation system. Currently, I oversee a group of four engineering staff on the Traffic Design team that are working to deliver transportation capital improvement projects throughout Portland.
In 2017, I joined the Oregon ITE board as Student Chapter Co-Chair where I was primarily responsible for coordinating and participating in on-campus outreach events at each of our affiliate universities. For the past four years, I have served as the sole chair member responsible for student outreach with my responsibilities including the establishment and maintenance of strong relationships between our student chapters and faculty representatives, facilitating effective communication between our affiliate universities and the Oregon ITE board, coordinating and participating in student events such as the on-campus visits and the Day After Traffic Bowl event, encouraging students to apply for our scholarships and student chapter grants, helping to reinstate the student chapter at the University of Portland, and actively participating in the everyday operations of Oregon ITE as a member of the board. In my time as Student Chapter Chair, I have elevated the bar for what is expected of the position and have helped inspire the next generation of ITE members. As a member of the Oregon ITE Executive Board, I will strive to raise the bar yet again on what we can accomplish as an organization. |
