Peter Koonce, Ashley Carter, Scott Kocher, and David Hurwitz will discuss how agencies can pursue innovative improvements for pedestrians and bicycles while minimizing liability and risk. Pedestrian and bicycle collisions are generally rare events, but when they occur it is common for public agencies to be named in lawsuits. This presentation will discuss how liability varies for each US State, and how Vision Zero programs are viewed. It will describe processes that can improve the agencies position in a lawsuit.
