FHWA Congestion & Bottleneck Identification & Solutions

Oregon ITE and the ITE Roundtable are pleased to bring you this terrific event in association with the FHWA. This workshop will present a number of new strategies and ideas for congestion identification, diagnosis, and mitigation. Bottleneck intensity and frequency can now be precisely identified, in both space and time, in ways that account for visibility and weather. New software tools can analyze annual trends, and allow states to customize their definition of congestion. Data-driven methods of congestion classification, which determine congestion causalities more accurately, are now being developed. Please register here! Join us at Kittelson for networking, good food and drink, and transportation talk! This month, Dr. Kelly Clifton will present at our April Luncheon on a topic that is of great interest to researchers and practitioners alike: trip generation.
Traditional data and methods used for trip generation have been under scrutiny for their lack of sensitivity to urban context and modes other than the personal vehicle. Recently, several studies have been conducted to find ways to adjust ITE's trip rates to account for these shortcomings, while at the same time promoting new data collection frameworks that can lend support for multimodal analysis in urban areas. This presentation will review these new contributions, including one study from the Portland, Oregon metro area that was sponsored by OTREC, Metro and several local communities, and a framework for future trip generation data collection and analysis.
Kelly J. Clifton is a Professor of Civil and Environmental Engineering at Portland State University. Dr. Clifton conducts research and teaches courses in various aspects of transportation planning and policy, including: travel behavior, land use and transportation, physical activity and health, and travel survey methods. She is the Director of the Oregon Modeling Collaborative, a consortium of public and private agencies working to research, develop and apply integrated transportation modeling approaches. She is also a fellow in the Institute for Sustainable Solutions and the chair of the World Society for Transport and Land Use Research.

How well do VISTRO/Synchro/SIDRA compare for analysis?
When would you use one vs. the other?
Through a project example, we will showcase the results between the software and talk about some pros and cons of each tool. We will touch on the simulation platforms of these tools as well as what benefits and drawbacks you get with each simulation package.
The presentation will be about 30 minutes with the remaining time open for discussion on others experiences. Feel free to send them in ahead of time for us to pull up on screen or just bring it up in the meeting. At our October event, we welcome David Hurwitz of Oregon State University, who will present the latest and greatest findings from OSU’s renowned driving simulator. Traffic signal countdown timers (TSCT) are innovative, practical and cost effective technologies with the potential to improve efficiency and safety at signalized intersections. The purpose of these devices is to assist motorists in decision making at signalized intersections with real time signal change information. Green and red signal countdown timers were investigated in an online survey (177 subjects) and two driving simulator studies (55 subjects). The online survey resulted in an overall comprehension rate of 82% for TSCT and provided guidance on the most useful TSCT to model in the driving simulator study. In the driving simulator studies, (1) the presence of red signal countdown timers resulted in a 0.72 seconds reduction in the first headway of queued drivers responding to the green indication and (2) in presence of green signal countdown timers, driver’s probability to stop at the onset of the circular yellow indication increased by approximately 13%. These results are suggestive of an improvement in intersection performance with the inclusion of TSCT.

Our strategically-located meeting space will provide us with a wonderful vantage point to view how SW 3rd works with a narrower traffic cross section. Join ITE and other practitioners to debate the space and the Interim Design proposed by the Better Block Team over Coffee & Doughnuts. Following the event, Peter Koonce, City of Portland Signals Engineer, will lead a #Walktober event through downtown discussing issues with the City's traffic signals.
