Yi-Min Ha from Kittelson and Associates will share his experience on Main Street corridor in Billings, Montana. Patrick Mahedy from Oregon ODOT will share his experience Investigating the Effectiveness of Timing Changes Made to Respond to COVID19 using ATPSMs. Main Street Signal Re-Timing in Billings, Montana, presented by Yi-Min Ha Kittelson developed signal re-timing plans for 16 signalized intersections along the Main St corridor in Billings, MT. Because the corridor is within the influence area of the MetraPark Arena, special event timing plans were developed. The project used an aerial drone to capture video footage of traffic around the vicinity of MetraPark Arena to better understand special-event related circulation and inform the special event timing development. Kittelson implemented the updated timing plans in August 2019 and conducted a before and after evaluation using Bluetooth travel time data. Kittelson also used custom developed scripts to analyze the dwell times and quantify the percentage of slowdown occurrences along the corridor. The retiming effort reduced the number of slowdown occurrences during the peak hours by 9% to 15% depending on the time-of-day and direction.
